If you live in Orangecrest, Woodcrest, Mission Grove, or anywhere in Division 2, Western Water is your retail water provider and your bill goes up when the cost of imported water goes up. Metropolitan Water District raised its price 8.5% in 2025 and 8.5% again in 2026, with more increases already adopted for 2027 and 2028.
The way to protect the bill is to buy less imported water and to buy it smarter. In March 2026 the district signed a transfer agreement with San Diego that locks in a cheaper source through 2047 and saves customers more than $49 million. Elizabeth has spent 17 years inside water and utility decisions and can read a rate model line by line. She will make sure those savings reach your bill.
